General Overview

Manages all Youth Exchange activities, including the certification program for minimum standards in program administration and development of Youth Exchange program and alumni engagement strategy. Supervises section personnel. Serves as Associate Youth Protection Officer for the association to foster safe environments for youth, manage incidents, and mitigate risk


You Will Have

  • Required: Bachelors degree (or equivalent), with international experience preferred

  • Preferred: Masters degree

  • Minimum of five years experience in youth programming, service learning preferred, or administration of international organizations.

  • Previous supervisory experience preferred.

  • Past experience in education abroad field helpful.

  • Experience with content development helpful.

  • Certification or education in crisis counseling, social work, and/or child abuse prevention preferred.

  • Previous work experience with an international non-government organization (NGO), or training or membership associations helpful.

  • Excellent written, verbal, and interpersonal communication skills to effectively interact with colleagues, senior volunteers and other external contacts.

  • Strong supervisory skills, including ability to delegate, motivate, and evaluate performance.

  • Ability to strategically plan and forecast with regard to budget and program management.

  • Project management experience - must be able to develop processes, manage multiple priorities, and work under time constraints with autonomy within project parameters.

  • Firm commitment to provide excellent customer service to internal/external contacts.

  • Competence in reading, analyzing, and processing a high volume of documents containing technical language in areas of youth protection, risk management, and law.

  • Mastery of Microsoft Word, Excel, PowerPoint and Adobe.

  • High attention to detail and commitment to accuracy.

  • Initiative and creativity highly valued.

  • Collaborative and creative approach to quickly developing solutions and managing change in a fast-paced environment.

  • Ability to work in a volunteer-led organization.

  • Ability to deliver professional presentations to Rotary volunteer leaders at all levels.

  • Ability to adapt to a changing environment.

  • Multicultural experience preferred, proficiency in a second language helpful but not required.

You Will Be Responsible For


      Youth Exchange program supervision

  • Manages Youth Exchange program activities, leading a team providing specialized guidance and support to volunteer program officers, Rotary leaders, and the general public.

  • Oversees the district Youth Exchange certification program to ensure minimum standards on student safety. Conducts or oversees compliance reviews and on-site district Youth Exchange evaluations and reviews internal procedures to ensure on-going compliance and monitoring.

  • Directs the development of program marketing efforts, global communications, and publications (including guides, brochures, training materials, and other resources).

Youth protection

  • Handles complaints related to youth protection, RI policy compliance, and other areas of concern or misconduct to ensure youth 

  • safety is the highest priority. Conducts reviews of confidential information, coordinating with risk management, legal, and media relations staff to ensure timely resolution and follow-through.

  • Manages the collection, storage, and use of all program and case management data to provide accurate statistical reports and ensure compliance with certification program, youth protection policies, and privacy considerations.

  • Implements organization-wide youth protection strategy to foster safe environments in line with RI policies. Serves as subject-matter expert on youth protection, delivering online and in-person educational resources and policy guidance to a multicultural audience on sensitive content of a technical or legal nature.

  • Identifies opportunities for streamlining, refining, and improving procedures, recommending or implementing changes, including the utilization of new technology, as appropriate.

Board and committee support

  • Serve as staff liaison to RI committees and resource groups for Youth Exchange, Rotary Coordinators, and preconvention events, as assigned.

  • Prepare board items on Youth Exchange and youth protection; ensures the implementation of all section-related board and trustee action.


  • Cultivate and maintain relationships with other organizations that support student exchange programs or youth protection.

  • Represent and/or present on behalf of Youth Exchange and RI at Rotary and other public events as assigned.

  • Hires, trains, coaches, and appraises Program Specialists, and temporary help, as required.

  • Develops and monitors administrative budgets for the Youth Exchange program, including the Youth Exchange Officers Preconvention and committees, totaling approximately US$150,000 annually.

  • Prepares calendarization of expenses and explanation of variances for those accounts.

  • Other duties and special projects as assigned.
