The Markets & Securities Services (MSS) business encompasses HSBC’s sales and trading operations for institutional and corporate clients. Markets has four core businesses which include Foreign Exchange, Equities, Securities Financing and Fixed Income. HSBC buys/sells both cash and derivative products with a focus in the US to deliver international products to our US-based clients, as well as delivering US products to our international client base.

The Regulatory Change team is a function that sits within the MSS Chief Operating Office and broadly supports the MSS business. The Americas Head of Regulatory Change oversees a portfolio of regulatory projects with oversight for assessment of new rules, identification of impacts, and implementation.



Reporting, and functionally accountable to the Americas Head of Non-Financial Risk for MSS.



The role holder will need to work closely with the other regulatory change leads globally as well as business management community and their support functions to collectively ensure the effective implementation and design of control standards, governance and procedures in response to regulatory change. 


Key Accountabilities

  • The role oversees a diverse program targeted to managing the Market’s business readiness for regulatory change.  

Responsibilities include:

  • Accountable for assessing the global impact of new / proposed / changing regulations (US Originating Regulations) on the Markets business.
  • Oversee regulatory change programs in response to new or revised regulations.
  • Coordinate implementation efforts with stakeholders within business and across functions.
  • Advise on the impacts of regulations on the Markets business in governance and project forums.  
  • Manage the Markets business’s interaction with support functions as needed to support Markets regulatory requirements.
  • Coordinate and manage the Front Office’s engagement during regulatory exams related to Swap Dealer and Volcker rules.
  • Monitor the compliance with Swap Dealer and Volcker Compliance policies by exercising strict control and challenges within the Global Markets business and with functions supporting the business.
  • Accountable for the successful remediation of regulatory MRA’s, as well as, internal review findings.
  • Represent Markets business in industry/regulatory driven committees.

Impact on the Business

  • Ensure strong governance and control environment for new regulatory initiatives originating from the US, and for BAU governance of existing regulations.
  • Work closely with the Markets desk heads, regional COO’s, and global regulatory leads to drive the Markets regulatory agenda
  • Support the business on delivering annual operating plan targets through ongoing simplification of the regulatory control environment (ex: leveraging automation, global scale, and resource location mix.)
  • Ensure tracking of progress, significant issues and resolution thereof is in place, and that this is regularly reported to appropriate governance.
