Job Summary

Port Corpus Christi Authority (PCCA) is currently seeking a dynamic professional to join our team! This position will be responsible for overseeing a comprehensive employee training and development program; while providing support to the Director of Human Resources.

ESSENTIAL FUNCTIONS

  • Coordinates training and development programs for PCCA personnel
  • Coordinates logistics for training activities including venues and equipment, and coordinates off-site training activities for employees
  • Encourages learning through a variety of delivery methods including classroom instruction, virtual training and on-the-job coaching
  • Keeps management informed on training initiatives, program participants, measurements and outcomes
  • Recommends training budget and purchases, monitors for conformance, follows procurement procedures, manages and maintains in-house training equipment and supplies
  • Identifies and coordinates training programs in pursuit of succession planning and professional development; assesses training needs for new and existing employees; monitors and evaluates same
  • Plans, organizes and promotes training opportunities for employees
  • Acts as point of contact for PCCA training needs
  • Collaborates with HR Specialist in developing and maintaining the Learning Management module in the Talent Management System
  • Manages PCCA internship programs
  • Stays current on training methodology and design
  • Partners and communicates with department managers to identify and address employee training and certification needs
  • Designs and applies assessment tools to measure training effectiveness
  • Establishes and maintains relationships with external training suppliers; works with third parties regarding instruction design; assists and/or develops training aids such as manuals and handbooks; evaluates and makes recommendations on training material and methodology
  • Adheres to PCCA policy, and maintains good employee relations
  • Assists Human Resources department with special projects as directed and performs other duties as assigned
  • Drives vehicle as necessary to complete assigned tasks and works required hours to fulfill position objectives
  • CPR certified or the ability to become CPR certified within the first year of employment
  • Tier (3) status designation

CANDIDATE PROFILE
The preferred candidate for this position should have a high level of professionalism, judgment, poise and confidence; should be an organized, thorough, and disciplined individual with a focus on maintaining optimal integrity and confidentiality. They must possess the following:

EDUCATION & CREDENTIALS

  • Bachelor's Degree from an accredited college or University in a related field
  • ATD (Association for Talent Development) certification preferred
  • Ability to obtain and maintain a Transportation Worker Identification Credential (TWIC) during course of employment
  • Valid driver's license

EXPERIENCE & JOB KNOWLEDGE

  • Minimum three (3) years of experience in the coordination/administration of employee training and or acceptable equivalent experience
  • Experience in instructional design, training methodologies, learning management systems, competency assessments and in adult learning theories and principles preferred

TECHNICAL SKILLS

  • Effective presentation, facilitation and coaching abilities
  • Ability to stay current on corporate training methodologies
  • Ability to motivate others and to establish and maintain effective working relationships with employees and other agencies
  • Strong interpersonal and communication skills to communicate effectively at all levels of the organization
  • Demonstrates planning, organizing, analyzing, and problem-solving skills
  • Proficiency in MS Office, including Word and Excel, Outlook and other related applications and database management systems
  • Ability to understand, interpret, and apply all PCCA policies, promotes and adheres to the SEAPORT values, state/federal laws
  • Ability to maintain good employee relations and encourages and fosters a helpful environment where teamwork prevails. Assists senior management and office staff where appropriate

ESSENTIAL PHYSICAL JOB FUNCTIONS

  • Ability to perform essential job functions, including but not limited to frequent standing, walking, sitting, speaking or hearing, typing and occasional reaching, stooping, kneeling, lifting and/or moving up to 30 pounds with or without reasonable accommodation
  • Must be able to walk and stand on level and/or inclined, climb stairs, ramps, ladders and work stands. Must be able to crouch, crawl, grasp/handle objects, use finger dexterity, bend elbow/knee and reach above/below shoulders
  • Ability to work in a general office environment, with some exposure to the elements when visiting worksites
  • Ability to operate light-weight highway vehicles and standard office equipment and to work the requisite hours to fulfill position objectives, including evenings and/or weekends, as needed
