Job Description: Provide Engineering (Avionics) support to AFMC Open Skies Program Manager for Open Skies Treaty Aircraft Recapitalization (WKDX) at Tinker AFB, Oklahoma City, Oklahoma as part of broader support to the Deputy Chief of Staff for Strategic Deterrence and Nuclear Integration (AF/A10P). Engineer will support the development, procurement, sustainment and modification of aircraft systems, sub-systems, components, and equipment.

Job Responsibilities:

- Translation of DoD and AF user requirements into Open Skies Recap aircraft system-level requirements, which shall be used to design, develop, fabricate, test, evaluate, produce, install, and operationally verify new systems, subsystems, and equipment.

- Assist with technical and mission analyses of operational requirements, developing system concepts, performing technological and trade-off study assessments of proposed designs and modifications and providing recommendations.

- Assist with reviewing the overall system design baseline (architecture and interoperability) requirements.

- Assist with accomplishing technical reviews of various specifications and technical and procedural Statements of Work (SOWs), including those for systems, system segments, components, equipment, and modifications submitted by the Original Equipment Manufacturer (OEM) or Digital Visual Imaging System (DVIS) Integrator Contractor or other DoD agencies involved in the program.

- Support with planning, researching, test and evaluation, analysis, production, fabrication, operation, FAA STC and MTC type certification, and maintenance of aerospace systems.

- Provide assistance in the development, maintenance and support of FAA and AF Airworthiness products.

- Utilize AFI 62-601, Developmental Engineering USAF Airworthiness, and MIL-HDBK-516B (expanded), Airworthiness Certification Criteria as reference documents in order to perform work and shall support Airworthiness milestones, technical reviews, and forums.

- Provide assistance with the development of technical data to support flight and airworthiness boards as required.

- Provide assistance with airworthiness determination analysis and reportability determination, Military Flight Release (MFR), and Modified Airworthiness Certification Criteria (MACC) compliance.

- Provide assistance with evaluating Technology Readiness Levels (TRL), Manufacturing Readiness Levels (MRL) and Integration Readiness Levels (IRL).

- Provide assistance in the designing, planning, execution, analysis, reporting, and documentation during any phase of Test and Evaluation (T&E) programs to assess and verify the performance of Open Skies Recap aircraft systems, subsystems, components, and equipment.

- Participate in Integrated Test Teams (ITTs) and Test Readiness Reviews (TRRs).

- Provide assistance with engineering support for survivability and vulnerability analysis, Electromagnetic Pulse (EMP), Electromagnetic Interference (EMI), Electromagnetic Compatibility (EMC), and Emissions Security (EMSEC).

- Provide assistance with the development and evaluation of Open Skies Recap aircraft and DVIS system integration plans, including the review and assessment of Interface Control Documents (ICDs), participation in appropriate Interface Control Working Group (ICWG) activities, tracking status of ICD development, assisting with the evaluation and resolution of integration problems, reviewing of integration test plans, procedures, and data, and supporting special studies to define alternative interface and integration solutions.

- Provide assistance with system safety engineering to include mishap risk assessments, evaluating safety analyses and safety concerns, and assisting with resolution of high priority safety issues.

Clearance required to start: Secret

Required Education and Experience:

- Minimum of Bachelor’s degree in electrical or aerospace engineering and either nine years or more of related experience or Masters and seven years of related systems engineering experience. (Required)

- Certified in Government Level II Engineering within the past five (5) years (or equivalent certification/industry experience). (Required)

- Knowledge and experience with FAA and Air Force Airworthiness certification. (Required)

- Knowledge and experience in Operational Safety Suitability & Effectiveness (OSS&E) and FAA and AF Airworthiness Processes. (Required)

- Knowledge and experience with Test and Evaluation. (Required)

- Minimum active Secret Security Clearance. (Required)

- Experience in FAA Type Certification of commercial aircraft. (Required)

- Experience with FAA Supplemental Type Certificates (STC). (Required)

- Ability to and/or experience with interfacing with Headquarters Air Force and Major Command counterparts. (Required)

- Availability for occasional travel. (Required)

- Excellent oral and written communication skills. (Required)

- Proficiency with MS Office products. (Required)

Desired Experience:

- Knowledge of the KC/OC-135 program including engineering and production systems, subsystems, equipment, missions, functions, goals, objectives and materials. (Desired)
- Demonstrated experience working in complex environments with multiple POCs. (Desired)
- Demonstrated experience working with major aircraft OEMs (Boeing/Lockheed/Airbus/Northrop Grumman/Raytheon…etc.) (Desired)
