SAIC is seeking for qualified candidates to work on an exciting project in the Charleston South Carolina office. The selected candidate will lead a project team of engineering, logistics and training professionals performing system and software engineering, logistics analysis, as well as training development and delivery for the design, development and delivery of a specialized and unique weapon system for a very special customer. A proven background in program management for mission critical systems including mission planning, mission execution and mission analysis is required to lead this integrated and geographically separated team. Experience with weapon systems development and deployment is highly desired and a solid working knowledge and understanding of computer/network security is required.

Responsibilities:

Leading the Charleston program team performing systems and software design, logistics analysis and training during the development and fielding a system to satisfy the customer’s needs as part of a larger integrated multiple team for this large project. This will entail the vision, guidance and leadership skills necessary to conceive the initial design, develop system requirements, perform requirements analysis, software engineering, logistics, reliability and training analysis and development of software and subsystems. A strong program management experience in a secure environment is necessary along with working knowledge of unique engineering of black box or modular engineering methodologies. This is an important position in a high profile and technically challenging program for which you would be responsible for leading the program team through design, development and delivery of a viable solution to the customer. As a leader working in an integrated team environment as well as individually, the successful candidate will be responsible for the overall achievement of program objectives through proper analysis, development, evolution, implementation, and documentation of the overall system analysis, development and specification by working with other team members to ensure completeness and robustness of the entire delivered system. Responsible for managing the implementation of the contract. Plan, coordinate, and manage the team’s actions in execution. Integrate all engineering, logistics and training functions and activities necessary to perform the project/program to meet the client or customer requirements. Plan and implement actions by the program/project team to define and implement a technical baseline and meet quality requirements for project/program products and services. Direct project team personnel, manage cost and schedule, ensure contract compliance, and serve as customer interface. Establish program objectives and work plans, and delegate assignments to subordinates. Coordinate and conduct senior management reviews of program objectives to determine success of the program. Interact frequently with internal and external management and senior-level customer representatives concerning program and/or operational decisions, scheduling requirements, and/or contractual clarifications. Leads briefings and technical meetings for internal and external representatives. Manage subordinate engineering, logistics and training management and/or experienced specialist employees who exercise significant latitude and independence. Provides solutions to unusually complex problems of which require a high degree of ingenuity and innovation. Challenges are always unique and solutions may serve precedent for future decisions.

Specific duties include:

Develop, staff and lead engineering, logistics and training teams for program execution

Provide program and team leadership to systematically design, develop, prototype, test and deploy a major system and capability to an important customer.

Work with the Lead Systems Engineer, Logistics Manager, and Lead Training Analyst as well as other internal and external teams to ensure proper integration of system and capability to achieve desired effects according to the Integrated Master Schedule (IMS).

Apply Earned Value Management techniques to ensure program meets cost, schedule and technical objectives.

Deliver accurate program status reporting to senior leadership and the customer.

Develop methodologies and metrics to ensure proper system development and schedule

Deliver, on time and on budget, a fully integrated system and software, logistics supportability and training capability, to achieve the designed functional capabilities.

Provide thought leadership and day-to-day program leadership to the team

Qualifications:
TYPICAL EDUCATION AND EXPERIENCE: Bachelors and eighteen (18) years or more of related experience; Masters and sixteen (16) years or more of related experience.

Education & Experience:

Required:

Bachelor’s degree in systems engineering, electrical engineering, computer engineering, physics, business or a related field

Minimum of 18 years applied work experience in program management.

Preferred:

Master of Science or higher degree in engineering, Computer Science or related field or MBA with 16 or more years of experience.

Experience in military tactical or strategic systems and engineering of Mission Critical or Weapon systems

-
PMP certification desired

Must possess an SSBI that is current within the last 5 years
