SAIC is currently looking for Program Management Analyst to support the execution of systems engineering integration and test activities for the Remote Sensing (RS) Directorate at SMC, with responsibilities for the Air Force’s Overhead Persistent Infrared (OPIR) and Environmental Monitoring space and ground systems across the full development and operational lifecycle.

Program Management Analyst are needed with the following functional skills:

- Perform and support Configuration Management/Data Management
- Develop, coordinate and maintain Enterprise- level Integrated Master Schedules (IMS)
- Develop and manage other schedules including intra and external
- Update and maintain Enterprise Data Environment (EDE) for collaborative sharing
Job Specific Responsibilities:

- Execute and evolve the CM process for the enterprise in accordance with program System Engineering Plans.
- Organize, facilitate and provide agendas, briefings and take minutes for all program and element level CM‐related boards, forums and working groups at both unclassified and classified levels.
- Record, work with the action owners to resolve, and present the results of all actions taken, as part of the CM process.
- Maintain a list of active and proposed requests for change (RFCs) that is updated as changes are approved or requested.
- Brief the Government at CCBs to provide situational awareness for Program Managers and Enterprise leadership

- Execute and evolve Enterprise DM processes in accordance with the program SEPs
- Maintain a technical library e.g., drawings, specifications, test reports for the final (As-Built) configuration of Prime contractor DD250 deliverables, briefings given to external entities, Directorate‐standard briefing slides for recurring topics, and all Directorate leadership‐signed documents
- Validate that formal submissions from Prime contractors
- Assist the Government in establishing, maintaining and documenting CDRL requirements for program and element contracts
- Manage the review and approval process of CDRL requirements

- Maintain and evolve an EDE which includes products and deliverables from, but not limited to, the Government, FFRDCs, Prime contractor(s), support staff, industry, and the SE&I contractor
- Conform to a file plan for managing the data within the EDE in accordance with the most recent version

- Develop and maintain SE&I Enterprise IMS
- Determine the critical paths and near- critical paths, including the relationship contract deliverables, system events, and milestone reviews.
- Identify the schedule margin/contingency

- Execute and evolve the schedule management processes for the enterprise.
- Develop metrics and provide tools to provide program insight for Government action officers.
- Use these metrics to assess and report schedule performance.
- Participate in Government directed program reviews (e.g. Program Management Review, Integrated Baseline Review).
- Perform statistical schedule risk analysis to assess confidence of Prime contractor schedules o Identify and monitor the schedule status of external elements, enterprise programs and other relevant elements
- Enterprise schedule will integrate with the intra-program schedule(s) to reflect program(s) compliance with functional measureable tasks, programmatic interfaces, task interrelationships, deliverables, and system/enterprise integration activities.
- Maintain the enterprise schedule at a tactical level via the Enterprise Scheduling Group (ESG). This includes managing operational sites, multiple mission instances, and all other SBIRS assets down to the hour
- Administer the Enterprise Scheduling Group meeting

- Develop and maintain a combined AF Space OPIR and Environmental Monitoring Enterprise Master Plan (EMP) describing key activities necessary to meet enterprise requirements.


- Clearance Level Must Currently Possess: Secret
- Clearance Level To Obtain: TS/Sensitive Compartmented Information (SCI)

- Bachelors and six (6) years or more of related experience
- Developing budgets and schedules including IMS to meet contractual/project requirements for an assigned portion of a program
- Developing and managing CM and DM for program offices
- Developing, maintaining and managing SharePoint like digital environments
- Proficiency with Microsoft Project and or Primavera Oversees and manages the operational aspects of ongoing projects and serves as liaison between project management and planning, project team, and line management.
- Reviews status of projects and budgets; manages schedules and prepares status reports.
- Assesses project issues and develops resolutions to meet productivity, quality, and client-satisfaction goals and objectives.
- Develops mechanisms for monitoring project progress and for intervention and problem solving with project managers, line managers, and clients.
- Responsible for ensuring contract requirements and subcontractor responsibilities are being accomplished including working on the definition and implementation of project planning techniques to provide visibility on the contract.
- Responsibilities may include developing budgets and schedules to meet contractual/project requirements for an assigned portion of a program, participating in and establishing and defining program plan requirements, and monitoring and reporting performance against plans to ensure that contractual, cost and schedule objectives are met.


- Aerospace experience, preferably with large space systems program developments in DOD or NASA
- Working in highly dynamic and challenging environments
