Job Description:

IIE administers U.S. Agency for International Development (USAID)-funded Participant Training (PT) and capacity building programs worldwide. Through these programs, IIE works with USAID and local stakeholders to build the capacity of institutions and individuals to reach USAID's country-specific development goals in the areas of Public Health, Education, Economic Growth, Environment, and Democratic Governance through training (short-term and long-term) and Human and Institutional Capacity Development (HICD) interventions. The Program Associate supports the administrative, programmatic, and financial aspects of these activities and may support several USAID projects.

Essential Functions:

Finance Support: Produces and distributes Financial Certification letters to university contacts. Evaluates tuition invoices for accuracy, process payments, and follow up with university/training provider billing contacts regarding questions about outstanding invoices and billing questions. Supports the monthly payment transfers to participants by entering bank information into central database, preparing back-up documentation, and scheduling payments. Manages the departmental purchasing card and prepare and submit departmental and Director's expense reports. May support other USAID projects during peak times or as needed.
Travel & Events: Coordinates travel arrangements for participants while ensuring J1 visa regulation compliance. Books flights, hotels, ground transportation and conference registration for in-country arrival, re-entry workshops, and to return home.. Supports the Participant Training team in administering orientation programs and re-entry workshops.
USAID Compliance: Ensures continuous coverage in the approved health insurance program and evaluate university insurance policies for compliance with sponsor regulations. Manages the collection, data integrity, and submission of participant- and other program-related data such as visa and tax-related documentation. Prepares applications for Individual Taxpayer Identification Numbers (ITINs), coordinates submission of packets to IRS via USAID, and maintains accurate records. Supports annual tax filing efforts by communicating directly with participants about the tax filing process and providing appropriate follow up. Initiates the close-out process following participant program completion.
General Administration: Schedules meetings, creates agendas, and takes notes. Orders supplies. Updates procedural documents and manuals. Develops content and interview participants to be featured in monthly participant newsletter. Maintains and updates program website(s) by coordinating with colleagues regarding content. Responsible for complying with applicable contract and sponsor requirements and following all IIE policies and procedures. Performs other related duties and functions as assigned.

Job Requirements:

Education and Work Experience:
Requires an Associate's degree and at least two years of related work experience; or equivalent combination of education and experience.

Knowledge Skills and Abilities:
Experience in a professional office environment and experience living or studying abroad is preferred.
Good organization skills with high attention to detail.
Ability to work on multiple tasks.
Ability to work well under pressure and meet deadlines.
Good written and verbal communication skills.
Ability to interact with all levels of team members and external contacts; sensitive to cultural
differences when working with people from other cultures.
Basic knowledge of Microsoft Office Suites.
Ability to exercise discretion on confidential matters and to demonstrate sound judgment in consulting with and keeping others informed.
Familiarity with web-based, content management systems, virtual knowledge sharing platforms such as discussion forums.

Essential functions are performed in a general office setting with low noise.
