Port Corpus Christi Authority (PCCA) is currently seeking a dynamic professional to join our team! This position will lead the Market Analysis and Land Use Strategy functional area within PCCAs Planning Department and will focus on 1. Energy market tracking and analysis; 2. Land use analysis and planning; 3. Operational data analysis and strategy development. The position is inherently interdisciplinary and requires effective collaboration with the Strategic Planning Manager and GIS Analyst, who lead the other two functional areas in the department.

ESSENTIAL FUNCTION:
  • Research and analyze energy market data with focus on commodity markets and trade modalities that influence PCCA development
  • Follow market forecasts from various research groups and determine relevance to and possible impact on PCCA development on a regional, national and international level
  • Evaluate and present findings and trends to diverse audiences
  • Support multiple PCCA departments with energy market analysis as the internal expert for the latest energy market data
  • Enhance land use analysis of PCCA property to fulfill a range of internal planning and analysis functions
  • Analyze PCCA land use to inform decision-making for both current land holdings as well as strategic acquisitions
  • Identify context-appropriate future land use alternatives for available parcels
  • Collaborate closely with PCCA Real Estate Department on various types property related decisions
  • Coordinate with GIS to maintain up-to-date geospatial inventory of PCCA land information and advocate for utilization of GIS tools and capabilities
  • Analyze operational data to support informed decision-making processes across various PCCA departments
  • Identify opportunities to enhance operational efficiency and facilitate process improvement with various internal audiences
  • Design and create decision support tools to foster replicable, data-driven decision making
  • Contribute to business development and strategic capital investment decisions
  • Organize and attend meetings, including travel in PCCA vehicle
  • Adhere to all PCCA policies; promote and adhere to the SEAPORT values; maintain good employee relations; foster a positive environment where teamwork prevails
  • Assist senior management and office staff where appropriate
  • Drive vehicle as necessary to complete assigned tasks and work required hours necessary to fulfill department objectives
  • Maintain good relationships with public and government officials, business leaders, developers, local and regional organizations, and the general public
  • Support the PCCA executive team with special projects that involve complex issues and analysis that require discretion, keen judgment, and enterprise-level collaboration to meet department and Port-wide goals
  • CPR certified or ability to become CPR certified within the first year of employment
  • Tier 3 status designation
CANDIDATE PROFILE
The preferred candidate for this position should have strong analytical and critical thinking skills, an appreciation for diverse perspectives, and a can-do/solution-oriented attitude. The successful individual should have strong independent work ethic, willingness to work collaboratively to address complex projects, and eagerness to learn new skills and undertake new professional challenges. They must possess the following:

EDUCATION & CREDENTIALS
  • Bachelors Degree required, preferably in Environmental Science, Transportation Planning, Urban Planning or related field
  • Good driving record with valid drivers license
  • Ability to obtain and maintain a Transportation Worker Identification Credential (TWIC) during course of employment
  • Graduate degree in relevant field preferred
  • Accreditation in Project Management certificate preferred
EXPERIENCE & JOB KNOWLEDGE
  • Experience collaborating with people of diverse backgrounds
  • Experience exercising good judgement, diplomacy and tact when completing assignments and dealing with people
  • Experience creating and delivering presentations
  • Experience with growth and planning issues preferably in the coastal zone
  • Experience with quantitative market and decision analytics preferred
  • Minimum 4 years progressively responsible experience in duties outlined above or equivalent
TECHNICAL SKILLS
  • Strong technical writing skills
  • Ability to manage multiple concurrent deadlines and to collaborate with a wide range of individuals in diverse disciplines
  • Ability to integrate information from multiple sources to develop creative solutions to complex challenges
  • Proficiency in MS Office, including Word and Excel, Outlook, and other related applications
  • Ability to work independently within a structured environment and to fit well within an energetic and dedicated team
  • Effective interpersonal, collaboration, and problem-solving skills
  • Ability to maintain confidentiality, tact, diplomacy
  • Ability to speak effectively with PCCA staff, stakeholders and public
  • Ability to perform research, evaluate alternatives and provide recommendations
ESSENTIAL PHYSICAL JOB FUNCTIONS
  • Ability to perform essential job functions, including but not limited to frequent standing, walking, sitting, speaking or hearing, typing and occasional reaching, stooping, kneeling, lifting and/or moving up to 20 pounds with or without reasonable accommodation
  • Ability to work in a general office environment, with some exposure to the elements when visiting worksites
  • Ability to operate light-weight highway vehicles and standard office equipment and to work the requisite hours to fulfill position objectives, including evenings and/or weekends, as needed
