Position Summary


This position is responsible for overseeing the day-to-day operations of the Supportive Housing Program. There are 2 program managers in the Supportive Housing program due to the size of the program. The Supportive Housing Program currently consists of 133 units of supportive housing and 8 professional case managers. The Caritas Supportive Housing Program consists of four programs which are located throughout Austin. Case managers are located at each site. This position requires travel between locations.


 


Essential Duties & Responsibilities



Program Management



  • Responsible for the day-to-day operations of 4 multi-site housing programs and multiple scattered site units.

  • Direct supervision and support and of 8 case managers and 133 clients with dual diagnosis. 

  • Work with Department Director in program development, monitoring, goal setting and growth. 

  • Ensure program compliance with grant requirements. Assist in all grant reporting and applications.

  • Monitors contracted employee activities, programs and time.

  • Internal monitoring of client files through file and case reviews.

  • Prepare and analyze all program reports.

  • Management of program complex budgets to ensure compliance with budget limits, and agency/funder fiscal policies and procedures.

  • Provide strong leadership within program, Caritas and at the community level.

  • Manage vendor relationships and community partnerships.

  • Provide HR function for program, including but limited to hiring, terminating, evaluations, etc.

  • Provide on-going clinical supervision and staffing for case managers.

  • Ensure the programs are meeting HUD required outputs/outcomes.

  • Oversee contract monitoring visits.

  • Oversee annual program improvement projects.

  • Oversee client grievances.

  • Ensure compliance with ALL funder requirements for client services.

  • Ensure that relevant client services data is entered accurately and timely into HMIS per internal policies and ECHO standards.

  • Locate new scattered site housing units by identifying new landlords to work with this is done through cold calls, and following leads.

  • Provide on-going support to landlords/property managers.

  • Along with co- program manager, share in the responsibility in manning the on-call line.




Supervision



  • With input from the Housing Services Director, make decisions regarding hiring, performance evaluations, promotion, disciplinary action, etc.

  • Identify professional development needs of supervisees. 

  • Adhere to hiring policies and procedures.

  • Develop, implement, and routinely update training protocol for case managers and other applicable positions.  

  • Review work schedules and delegate assignments appropriately.

  • Develop, implement, and oversee effective Case Management backup system.

  • Maintain effective and appropriate communication with all supervisees and staff.

  • Facilitates professional growth of case managers.

  • Maintains regular supervision schedules with case managers.




Organization Support Functions



  • Participate in agency and community planning and training functions.

  • Comply with administrative procedures, reporting, and record keeping policies.

  • Serve on the Caritas Leadership Team.

  • Embrace Caritas values and lead by example.

  • Collaborate with other staff to ensure inter- and intra-departmental cooperation and coordination, especially bridging client transition from short term to long term services.




Other Duties



  • Perform other duties as assigned by Housing Services Director.

  • Design an approved plan for professional development.

  • Treat clients, staff, and the general public with courtesy, respect and professionalism.



Education and Experience



  • Required - Bachelors or Masters Degree from an accredited college/university with a major in one or more of the following areas: Social Work, Psychology, Sociology, or other Human Services related fields. MSSW and/or LMSW preferred.

  • Required - Minimum one year management and/or supervisory experience.

  • Required - Experience working with people experiencing chronic homelessness, living with mental illness, substance abuse persons, etc.

  • Required Previous or current case management experience.

  • Required Experience and ability to analyze reports and data in connecting trends, use as a management tool, etc.

  • Preferred Experience in managing HUD funded programs will be helpful.

  • Preferred Experience working in HMIS database.

  • Preferred Experience managing housing programs.

  • Preferred Experience working in homeless services.



Required Knowledge, Skills, and Abilities



  • Clinical knowledge of mental health and DSM.

  • Ability to work with difficult client population with mental health challenges.

  • Strong supervisory, management and leadership skills.

  • Ability to understand, analyze and utilize data as a management tool.

  • Budget management skills.

  • Quality control and process improvement skills.

  • Understanding and knowledge of professional case management.

  • Public speaking.

  • Basic knowledge of the resources in the community available for the clients with serious and persistent homelessness.

  • Ability to form partnerships in the community and seek out community resources.

  • Strong organizational, time management, and data management skills.

  • Proven ability to work effectively both individually and as part of a team.

  • Ability to multi-task and problem solve under pressure.
