The Government Proposal Leader shares responsibility for the execution of the Proposal teams strategy. Responsibilities include interfacing with appropriate Sales and key stakeholders to develop and deliver customer-focused approaches and strategies resulting in industry leading proposals which drive customer growth and retention.

**Job Description**



**Roles and Responsibilities**



The Government Proposal Leader will be responsible for creating effective responses to Sales driven requests, focused on RFP/RFI (Request for Proposal/Request for Information) in order to foster customer growth and retention.

+ Develop, create, review and coordinate competitive responses to RFP/RFI documents. Meets proposal deadline by establishing priorities and target dates for information gathering, writing, review, and approval; coordinating requirements with contributors; contributing proposal status information to review meetings; produce and transmit proposals

+ Provide strategic customized proposals by aligning key client objectives with benefits and features of GE Healthcare products and services Identify and align key client objectives with GE Healthcare services and solutions; communicate benefits through customized proposals.

+ Maintain knowledge of Healthcare and product market, including an understanding of competitors.

+ Proposal content maintenance & development. Write, maintain and build proposal content with emphasis on quality, consistency, accuracy and customer driven solutions. Work with various cross functional teams (marketing, engineering, sales, operations) to drive process and content as appropriate.

+ Maintain and adhere to legal, regulatory, compliance and corporate guidelines



**Quality Specific Goals:**



+ Aware of and comply with the GEHC Quality Manual, Quality Management System, Quality Management Policy, Quality Goals, and applicable laws and regulations as they apply to this job type/position

+ Complete all planned Quality & Compliance training within the defined deadlines

+ Identify and report any quality or compliance concerns and take immediate corrective action as required



**Required Qualifications**



+ Associates or Bachelors Degree in Marketing, Business Administration, Communications or related field and 3 years experience with RFOs (Request for Offer)



**Desired Characteristics**



+ Prior experience in Business, Healthcare, Software or a related field

+ Government contracting and RFP/RFO ownership experience

+ Experience in executing to tight budgets and timelines

+ Prior proposal writing experience

+ Healthcare product/industry acumen & experience

+ Clear thinker: Simplifying strategy into specific actions with clear accountability, making decisions with speed & accuracy based on best available information & communicating priorities clearly

+ Imagination: Taking risks on people & ideas, generating new & unique ideas & acting as an advocate of innovation to accelerate GEHC competitive advantage

+ APMP accreditation (foundation level) or PMP certification

+ Ability to work a flexible schedule based on business needs

+ Candidates external to GEHC living in the greater Milwaukee, WI area preferred

+ Demonstrated ability to execute projects and task independently Team-centric, service-minded, committed, passionate and inquisitive

+ Experience working across multiple levels (including executive level), functions and/or regions

+ Strong oral and written communication skills. Demonstrated ability to analyze and resolve problems. Ability to document, plan, market, and execute programs. Established project management skills.
