POSITION SUMMARY
The Director, Clinical Technology Alignment and Transformation provides visionary leadership and participates in establishing the direction for a comprehensive clinical informatics program, with a primary focus on supporting clinical practice through the use of technology across the continuum. This position is responsible for coordinating planning, design, development, implementation, maintenance and evaluation of health information systems. This position utilizes the knowledge and skills of clinical and business workflows to determine functions that are suitable for computer application and to ensure the information systems are consistent with professional standards of clinical practice. This position requires the ability to develop and maintain relationships with a variety of positions and individuals. Through facilitation and collaboration, this leadership role serves to guide meaningful use of health information systems tools and information.

QUALIFICATIONS

EDUCATION: Graduate of an accredited school of nursing; BSN or MSN preferred.

LICENSE/CERTIFICATION: Current licensure as a Registered Nurse in the State of New Jersey.

EXPERIENCE: 5 years experience as health care practitioner and 2 years experience in leadership or supervision required. Proven expertise in info technology and clinical systems required. Proficiency in Clinical Applications preferred at time of hire; incumbents within position will be trained appropriately and then skill will be required for this position within 30-60 days from date of hire.



WORK EXPECTATIONS

• Enterprise strategist for clinical infrastructure and informatics systems in conjunction with the CIO, ACIO and Sr. Director of Quality and Analytics. *
• Develops clinical project schedules that align to enterprise strategic initiatives.
• Works with clinical constituents in business units to identify clinical design and workflow analysis. *
• Provides leadership in the clinical community and collaborates with internal management and enterprise software vendors to ensure adoption of clinical strategy. *
• Establishes and maintains relationships with clinicians throughout AtlantiCare and advocates the use of clinical information systems to support clinical decision support, evidence-based practice and patient safety.*
• Develops and maintains strong working relationships throughout the organization.*
• Establishes influential working relationships with vendor representatives.*
• Establishes strong relationships and networks effectively with peers within and outside the organization.*
• Establishes goals and methods to improve the clinical quality, safety and operational integrity of clinical information systems.*
• Represents AtlantiCare effectively at national and state professional association meetings.*
• Responsible for evaluating and designing clinical architecture to support patient care transformation. *
• Partners with clinical, administrative and AIT leadership to translate clinician requirements into information system needs for clinical systems.*

Leads enterprise clinical infrastructure and informatics project schedule and product life cycle.*

• Directs activities related to the Economic Stimulus (ARRA/HITECH) program for the enterprise in order to obtain attestation and ongoing compliance of the ARRA/HITECH program guidelines set forth by the Federal Government.
• Oversees and directs the systems associated with quality outcome measures.
• Uses comprehensive healthcare background and operational knowledge to analyze, develop and direct clinical solutions.
• Participates in enterprise contract negotiation and management of software vendors, the establishment of implementation strategies, long-range planning, and oversight of the vendor and project teams associated with clinical software deployments.
• Develops and presents vision documents to various stakeholders throughout enterprise gaining further engagement to execute clinical strategies.
• Directs content design and standardization for clinical strategy.
• Stays abreast of emerging technologies and platforms that enterprise software vendors adopt and aligns enterprise clinical architecture to that model.
• Develops a working knowledge of clinical information systems in place across the continuum in order to support organizational goals
• Ensures adherence to consistent application functionality and usage through established relationships with clinicians, staff and leaders.
• Coordinates and facilitates communications with other business units across the continuum.
• Ensures professional standards and regulatory guidelines are established and embedded in documentation within the EMR.
• Demonstrates the ability to understand complex situations, issues and problems and develop appropriate and actionable plans, including timelines and milestones.
• Demonstrates the ability to define problems, collect data, establish facts and draw valid conclusions.

WORK ENVIRONMENT

This position requires sitting, standing, walking, stooping and crouching a majority of the workday. This position also works with such equipment as computer terminal, fax machine, printer and copier.

This position reports to department leadership and supervises incumbents as assigned.
