SAIC is currently looking for a Chief Engineer to provide management and oversight of engineering domain subject matter experts (SMEs) for the Remote Sensing (RS) Directorate at SMC, with responsibilities for the Air Force’s Overhead Persistent Infrared (OPIR) and Environmental Monitoring space and ground systems across the full development and operational lifecycle.

Key aspects of this oversight will include the following: Overhead Persistent Infrared (OPIR) SMEs
- Environmental Monitoring/Weather SMEs
- Ground System SMEs
- Software SMEs
- Spacecraft SMEs
- Launch Integration SMEs and Acquisition SMEs

The Chief Engineer is responsible for oversight of all domain SME staff supporting the Directorate, including the lead SME for each technical area (e.g. OPIR Lead). The domain SMEs will be allocated to each of the primary program areas for space and ground system development and operation oversight as part of a matrixed organization. These teams wills interact with and oversee development contractor activities, on behalf on the Government program managers. The Chief Engineer will interact with each of the Directorate Government program leads to understand their current and future domain SME requirements across all technical domain areas and work with the RS SE&I Program Manager to ensure adequate staffing in the technical domains throughout the contract period of performance. The Chief Engineer may also serve as a domain SME that is allocated to one of the Directorate programs, with the Chief Engineer oversight activity as an additional duty. The Chief Engineer will report directly to the RS SE&I Program Manager and serve as part of the Key Personnel leadership team for the effort.

Job Specific Responsibilities:

- Manage technical SME staffing needs for the Directorate

- Oversight of domain SME leads, ensuring consistency in technical management across the organization

- Performs Systems Engineering activities including: concept of operations formulation, requirements definition, analysis and engineering, system architecting, system analysis and design, interface and data architectures, validation and verification, systems integration, system & operational performance analysis, Lifecycle cost analysis & estimation, decision analysis and physical configuration analysis (PCA) .

- Ensures the logical and systematic conversion of product requirements into total systems solutions that acknowledge technical, schedule, and cost constraints.

- Performs functional analysis, timeline analysis, detail trade studies, requirements allocation and interface definition studies to translate customer requirements into hardware and software or engineering specifications.

- Provides specific, detailed information for selection, implementation techniques, and tools for the most efficient solution to meet business needs, including present and future capacity requirements.


- Apply advanced technical principles, theories, and concepts
- Contribute to development of new principles and concepts
- Participate with senior managers to establish strategic plans and objectives
- Recommend/make decisions on administrative or project work matters and ensures effective achievement of program, project, or organizational objectives


- Bachelors (STEM) and fourteen (14) years or more of related experience or
- Masters and twelve (12) years or more of related experience or
- PhD or JD and nine (9) years or more of related experience
- Education and Certifications
- Bachelor’s degree in Engineering or closely-related discipline required (BS STEM); Master’s degree is desired
- INCOSE Certification (Preferred)
