SAIC is seeking a Business/Finance Manager to support the implementation of IT shared services for a large, federal government agency. By establishing a common operating environment (COE) for all departments within the agency, all users will have access to a service catalog with automated service delivery that is implemented with commercial-grade IT practices. The Business/Finance Manager reports to the Program Manager and supports the entire Program Management Office (PMO) in meeting all technical, schedule, and financial requirements, including the SLAs for service delivery for program management, infrastructure operations, and end user support task areas.


- B.S. in Business or Accounting related field
- Minimum 15 years of experience, with at least 10 years of business/financial management for federal government programs of $50M/yr
- Providing financial reporting for federal government programs, budgets, analyses, and recommendations to achieve financial objectives
- Managing service delivery to achieve defined SLAs with financial impacts
- Use of financial tracking tools (e.g. Deltek Costpoint) and other financial dashboard tools to track IT costs, service consumption, and performance against plans
- Experience using Microsoft Excel for financial tracking, analysis, and predictions
- Ability to perform all budgeting and financial management functions for a multi-vendor team on a large federal government program ($70M - $100M per year in revenue)
- Ability to provide insight and transparency into all SAIC invoices to agency and SAIC management and reconcile any discrepancies
- Sufficient program knowledge to monitor subcontractor invoices and reconcile any discrepancies with the subcontractor point of contact
- Ability to analyze contract cost performance, staffing plans, task order changes, and other external factors to generate financial projections and recommendations to stay on plan
- Ability to use common financial reporting tools (e.g. Deltek Costpoint) to generate standard financial reports for management review (e.g. EACs, Variances, Profitability, Burn Rates, etc.)
- Knowledge of all task order types (e.g. FFP, T&M, CPAF, CPFF, etc.) and approaches for sound financial management and award fee determination
- Ability to assist the Program Manager and other members of the PMO on the financial impact of SLA performance
- Knowledge of Earned Value Management Systems
- Ability to apply commercial best practices and tools to maintain IT cost tracking, service consumption, and performance against plans
