Located in the city of Oak Ridge, ORNL is in the eastern part of Tennessee in the foothills of the Great Smoky Mountains.

Job Description

The purpose of this position is to source, screen, conduct interviews and recommend the best and the brightest candidates to hiring managers for technical positions specific to Nuclear Sciences and Engineering Directorate (NSED) at Oak Ridge National Laboratory (ORNL) as well as any other assigned groups. The selected candidate must comply with company policy and EEO, OFCCP, ADA and Affirmative Action guidelines in the screening and hiring process.

Major Duties/Responsibilities:

•Conduct full lifecycle recruitment for technical and non-technical positions including sourcing, screening, recruitment and selection of qualified candidates by utilizing colleges, job fairs, internet job

boards, employee referrals and personal sourcing efforts through social media and networking.

•Develop and implement new, innovative sourcing and recruiting strategies including employer promotion in the marketplace, candidate management, diversity sourcing, and interview process management in order to provide a qualified and diverse candidate pool to the hiring manager.

•Source candidates through advertising, social media, campus visits, career fairs or other targeted media or events. Research candidates and positions to identify optimal alignment.

•Develop effective relationships with contacts at local and national colleges, job fairs, and trade schools to support recruiting efforts.

•Work with hiring managers to determine and anticipate staffing needs and to assist in identifying the open position’s job requirements and specifications.

•Recommend and identify the most qualified candidates by bringing knowledge of technical roles and market availability of candidates to the decision-making process.

•Personalize the recruitment and selection process for each candidate and hiring manager. Display a candidate focus, ensuring excellent customer service. Provide feedback to candidates, especially internal staff members, regarding selection process.

•Ensure hiring manager and team preparedness during the interview process. Ensure that interviews are conducted efficiently and professionally.

•Manage the offer process including reference checks, salary recommendations, offer letter generation, offer acceptance/declines, and negotiate offers by partnering with hiring manager, senior management, Human Resources Manager, and others as required.

•Track and manage requisitions and candidates using applicant tracking system. Use social media and other tools to engage passive candidates.

•Work collaboratively with other HR associates to manage and refine the hiring process including approvals, job descriptions, postings, and offers. Benchmark best practices.

•Make administrative decisions and judgments within realm of responsibility and authority, using fact and discretion, and take action as authorized during supervisor’s absence.

•Manage specialized recruiting projects as required.

•Ensure compliance with environment, safety, health and quality program requirements

•Maintain strong commitment to the implementation and perpetuation of values and ethics.

Work Directions and Interface:

Position reports to the HR Manager, NSED and possibly other HR Team Managers (if additional groups included). Position requires frequent interaction with all levels of ORNL management as well as frequent

interfacing with HR Consulting Services and other core HR staff.


Basic Qualifications:

•Bachelor’s Degree in Human Resources, Business, Management or a related field with a minimum of two years of recruiting experience is required

•The selected candidate will possess a thorough working knowledge of recruiting policies, practices, and procedures.

Preferred Qualifications: 

•Five or more years of technical recruitment experience in a research or engineering field is preferred.

•Recruiting knowledge of OFCCP compliance procedures is preferred.

•Experience with cloud based ATS, SAP, and candidate sourcing using social media is preferred.

•AIRS certification or equivalent is preferred.

•A combination of recruiting agency and in-house corporate recruiting experience is preferred.

•May be required to obtain company travel card for approved career fairs, conferences, and other events.

•Previous experience with nuclear and R&D recruiting is preferred.

•An ability to understand and to articulate technical position requirements with candidates.

•Experience in creating and understanding recruiting metrics and in managing and prioritizing multiple searches, projects, and client relationships is desired.

•Exceptional written and verbal communication skills are preferred.

•The ability to manage and coordinate multiple tasks and effectively interact with all levels of an organization is preferred.

•Excellent PC Skills, proficiency in Windows and Microsoft Office suite (Word, Excel, PowerPoint, Publisher, etc.) with a general understanding of PC operations and applications is preferred.

•Exceptional telephone, interviewing, and relationship building skills and the ability to proactively network and establish effective working relationships are preferred.

•Strong listening, creative thinking and relationship-building skills with a proven customer focus are desired.

•A wide range of experience in current external recruiting policies, practices and trends and the ability to propose and implement ongoing improvements to ORNL’s recruitment efforts is preferred.

•The ability to be positive, courteous, and capable of maintaining a professional attitude under pressure and have a proven track record of networking capabilities is desired.
