Job Description:

The position provides professional pressure systems engineering technical consultation/advice, guidance, and assistance to the WSTF S&MA Office’s Pressure Systems Manager (PSM) in the overall management of the WSTF programs for certification of ground-based pressure vessels and pressurized systems (PV/Ss). These programs encompass design, acquisition, construction, operation, testing, installation, examination, modification, alteration, repair and maintenance, inspection, and documentation as a basis for certification of PV/Ss. Position requires a working knowledge and demonstrated ability in the practical application of the requirements of the ASME Boiler & Pressure Vessel Code, ASME B31 series Piping Codes, ANSI/NB-23 National Board Inspection Code, and 49 CFR (DOT Code). This includes having a working knowledge of the associated requirements for welding and brazing of PV/S hardware. On behalf of the WSTF PSM, provides WSTF S&MA Office pressure systems engineering interface to WSTF organizations and contractor organizations that operate and maintain PV/Ss. Provides technical advice, guidance and assistance on problem areas and develops and implements corrective action proposals as approved by the WSTF PSM in the form of new policy, directives, improved methods, standard procedures and instructions which impact the WSTF PV/S community.

Job Duties:

Objectives The following tasks summarily depict the position’s WSTF S&MA Office Pressure Systems Program Management Support objectives: 
As designee for the WSTF PSM, review and evaluate designs and/or procurement specifications for new PV/Ss or PV/Ss to be modified prior to initiation of procurement action.

 Provide recommendations to the WSTF PSM for design, modification, test, or inspection of boilers, pressure vessels, and pressurized systems, based on applicable codes, standards, and NASA requirements.
 In support of the WSTF PSM, attend and participate in WSTF Pressure Systems Group (PSG) meetings by identifying WSTF PV/S issues and providing workable and cost- effective recommendations for resolution of identified issues.
 Review PV/S variance requests and supporting risk analyses and associated risk acceptance plans, and provide recommendations to the WSTF PSM for variance approval/disapproval.
 Provide recommendations to the WSTF PSM for development and approval of training requirements for WSTF PV/S program roles.
 Provide interpretations of national consensus codes and standards that apply to WSTF ground- based PV/Ss, as requested by the WSTF PSM.
 Assist the WSTF PSM as requested in the development, review, comment resolution, and finalization of draft revisions of WSTF PV/S program documentation (e.g., WSTF Standard Procedures, WSTF Standard Instructions).
 Provide technical support to the SAIC WSTF S&MA Pressure Vessel Conformance Specialist (PCS) to assist in the resolution of noncompliance findings identified by the PCS during documentation reviews and inspections for certification of PV/Ss.
 On an as needed basis, provide technical backup support to the SAIC WSTF Site Lead to assist in the quality engineering duties assigned to the Site Lead (e.g., facilitation of the WSTF Internal Audit & Corrective Action Programs and facilitation of the WSTF Approval Supplier Program).

Bachelor of Science degree in Mechanical Engineering, or Engineering Technology, or a related engineering discipline, from an accredited college with five (5) years minimum experience in design, manufacture, and/or test of pressure vessels and/or pressurized systems. Current Unique roles and responsibilities assigned to the WSTF PSE
- Administrator and curator of WSTF PVS database for the WSTF Standard Instruction (WSI) 09-SW-0024) Program, “Pressure Systems”
- Administrator and curator of PVS database for WSI 09-SW-0005 Program, “Legacy Pressure Systems”
- Instructor and developer of the WSTF Training class for the PVS databases
